Is fall protection required when unloading trucks?

There is a long standing OSHA interpretation that allows some employers to not have fall protection for rolling stock such as trucks and railcars when it is infeasible to do so.  However, employers have a general duty to provide a safe work environment and if it is feasible to provide fall protection then it should be provided.,
