OSHA REGULATIONS FOR MOBILE QUAD RAIL SYSTEMS

This system complies with ANSI/ASSE Z359.1 Safety Requirements for Personal Fall Arrest Systems, Subsystems and Components, ANSI/ASSE Z359.15 Safety Requirements for Single Anchor Lifelines and Fall Arresters for Personal Fall Arrest and Rescue Systems and OSHA 1910.140(d), requirements for Personal Fall Arrest Systems performance criteria.

OSHA 1910.140(d) states…the employer must ensure that personal fall arrest systems:

  • 1910.140(d)(1)(i) – Limit the maximum arresting force on the employee to 1,800 pounds (8 kN);
  • 1910.140(d)(1)(ii) – Bring the employee to a complete stop and limit the maximum deceleration distance the employee travels to 3.5 feet (1.1 m);
  • 1910.140(d)(1)(iii) – Have sufficient strength to withstand twice the potential impact energy of the employee free falling a distance of 6 feet (1.8 m), or the free fall distance permitted by the system; and
  • 1910.140(d)(1)(iv) – Sustain the employee within the system/strap configuration without making contact with the employee’s neck and chin area.
  • 1910.140(d)(1)(v) – If the personal fall arrest system meets the criteria and protocols in appendix D of this subpart, and is being used by an employee having a combined body and tool weight of less than 310 pounds (140 kg), the system is considered to be in compliance with the provisions of paragraphs (d)(1)(i) through (iii) of this section. If the system is used by an employee having a combined body and tool weight of 310 pounds (140kg) or more and the employer has appropriately modified the criteria and protocols in appendix D, then the system will be deemed to be in compliance with the requirements of paragraphs (d)(1)(i) through (iii).

This system also complies with OSHA 1910.66(f)(5) requirements for Single point suspended working platforms.

Flexible Lifeline Systems offers its customers user training as a last step in the installation of every active fall protection system we install. When required Flexible Lifeline Systems also provides access to our fall protection specialists to support customers in their effort to develop suitable programs to assist them in their obligations to provide a safe and compliant fall protection plan for their employees. However, it is the employer’s responsibility to meet the requirements of sections 1910.66(i)(1)(iv) and 1910.66(i)(1)(v).

  • 1910.66(i)(1)(iv) – Written work procedures for the operation, safe use and inspection of working platforms shall be provided for employee training. Pictorial methods of instruction, may be used, in lieu of written work procedures, if employee communication is improved using this method. The operating manuals supplied by manufacturers for platform system components can serve as the basis for these procedures.

1910.66(i)(1)(v) – The employer shall certify that employees have been trained in operating and inspecting a working platform by preparing a certification record which includes the identity of the person trained, the signature of the employer or the person who conducted the training and the date that training was completed. The certification record shall be prepared at the completion of the training required in paragraph (i)(1)(ii) of this section, and shall be maintained in a file for the duration of the employee’s employment. The certification record shall be kept readily available for review by the Assistant Secretary of Labor or the Assistant Secretary’s representative.
